So the PSN is down for now. Normally something like this would only affect the online portion of games, but not this time. It seems the PS3 in general is suffering from a wide variety of errors.

We’re yet to hear an official word on what the problem is, though it seems to be a bit larger than just the PSN itself. Owners of the original larger PS3′s on their console has reverted to 12/31/1999.

While nothing has been confirmed, the major theory is that the launch PS3′s and the PSN itself cannot handle leap year calculations correctly. Leading to data-corrupting for some users, generic clock resets and the PSN itself being completely down.

Unfortunately its also stopping from some games from loading at all, including the Heavy Rain which was released just this weekend.
